What is "playing not to lose?"

Today's WC2006 match on Netherlands was a perfect example! The Dutch were playing "not to lose" during the entire match (thus the match was utterly boring). I mean, the Dutch were in the "attack" mode for 2 sec., and they would pass the ball all the way from the deep end of the enemy's (Argentina) zone back to its own goalie (the Dutch goalie). What a 2 hr waste of my time :(
